Status of various LAO funds for clinic projects

2013 announced clinic funding

Client Service Co-ordination Fund:

The Client Service Co-ordination Fund was developed to help poverty law service providers effectively co-ordinate their services and resources among themselves and foster and improve co-ordination and integration with other legal aid services in the community.

This fund will help facilitate access to justice for vulnerable clients by creating linkages across all elements of the justice sector, including government, non-governmental, and social services agencies.

Transformation projects and Funding to Strengthen the Capacity of Community and Legal Clinics projects:

These two funds, which will run for 3 years from 2014 to 2017, are to support clinic transformation to promote innovation and strengthen clinics abilities to demonstrate accountability for the use of public funds, support modernization and sustainability of services.

The funds seek to:

  • promote new and enhanced services for community and legal clinics;
  • increase the number of clients served in a cost-effective manner;
  • expand the range of available holistic services;
  • provide wrap-around services to address intersecting legal and non-legal needs, and;
  • pilot delivery of legal services at sites within the community.

Translation Fund:

LAO pays a supplier to provide translation and interpretation services to community legal clinics and SLASSs. In 2013-14, LAO paid over $652,000 for over 9,600 services provided to 66 clinics and SLASSs. Top 5 languages were: Hungarian, Arabic, Spanish, Tamil and Tibetan.

2009 announced clinic funding

Innovation Fund:

Over the 3 years from 2010 to 2013, total budget of $2,250,000. Total funds actually allocated to clinics under this fund totalled $2,578,300, or $328,300 more than allocated to this fund. Projects funded are listed below. This fund ended March 31, 2013.

Client Co-Ordination:

Over the 3 years from 2010 to 2013, total budget of $1,750,000. Total funds actually allocated to clinics under this fund totaled $1,609,502, or $140,498 under the allocation to the fund. Projects funded are listed below. The Client Service Coordination fund is ongoing at $750,000 per year.


In total, LAO has funded approximately $4.2 mil in projects under the Innovation and Client Co-Ordination Funds.

Translation Fund

This is ongoing funding in the amount of 1 mil per year. These funds covered LAOs contract with MCIS, for the provision of multilanguage services to LAO and clinics, including translation services. Approximately $612,000 was spent in 12/13. The program is still ramping up. Available funds from 12/13 were used to fund an evaluation of the service to date.

Community Hub

The purpose of this fund was for Regional VPs to access funds in support of moves and/or leasehold improvements for co-locations, where clinics would relocate with other community agencies within a hub, or to fund transition costs in support of achieving administrative savings and clinic modernization. Over the 4 years, total budget of $4,520,000 was available, of which $2 mil was budgeted in 12/13. LAO received limited applications for funding from this fund; as a consequence, total funds allocated to clinics under this fund totaled $656,785.
