LAO releases details of increased community legal clinic funding

Legal Aid Ontario (LAO) is releasing specific details on which clinics will receive support out of the $4.2 million in additional funding LAO is providing this month, as previously announced, to help support those clinics most in need and more low-income Ontarians across the province.

In 2014/15, LAO will be providing $4.2 million in additional annual funding as follows:

  • $2.4 million to clinics with the fewest resources per low income person,
  • $1.2 million to specialty clinics to expand test case work, systemic advocacy, client representation and to offer new services
  • $0.6 million to Francophone and ethno-linguistic clinics to improve client services and access to justice

“Ontario’s community clinics welcome this investment of new funding,” says Lenny Abramowicz, Executive Director, Association of Community Legal Clinics of Ontario. “With these resources, community clinics will be able to provide more services to more of the most vulnerable people in our province. This new money is an important step along the road towards increased access to justice and poverty reduction here in Ontario.

We thank both the provincial government and Legal Aid Ontario for this investment in community clinics and in our communities, and we look forward to working with them over the next few years as we move towards significantly increasing eligibility for legal aid services in Ontario.”

This $4.2 million investment is the first part of LAO’s clinic law service expansion strategy.

Over the next two years, LAO will allocate a total of $9.8 million per year in additional funding for community legal clinics and student legal aid service societies, as follows:

  • $3.9 million in additional annual funding to communities that have the fewest legal clinic resources per low income population.
  • $2.4 million to support clinics working together to expand client services at the local, regional or provincial level.
  • $2.0 million in additional annual funding for specialty clinics to expand test case work, systemic advocacy, client representation and to offer new services, potentially including employment law.
  • $1.0 million in additional annual funding for the province’s Francophone and ethno-linguistic clinics to improve client services and access to justice.
  • $0.5 million in additional funding to improve services in the province’s student legal aid service societies.

LAO is providing this support as a result of new provincial investment announced in November to raise the income eligibility threshold to qualify for legal aid assistance.

Quick facts

  • LAO funding for general service clinics in Ontario is currently $28 per low income person.
  • General clinics with a low income population of more than 30,000 and which receive less than $23 in funding per low-income person are receiving immediate additional funding.
  • Francophone and ethno-linguistic clinics will receive $86,000 each to cover the expansion of services.
  • To determine how to expand poverty law services and how much funding to provide each clinic, LAO analyzed clinic funding across Ontario, focusing on current funding levels and the low-income population residing within each clinic’s catchment area. LAO’s analysis was based on the best available information.
